Plot: A San Francisco, California detective (Sam Elliott) becomes enraged when he sees his partner dead and the alleged murderer standing over him. After beating the man to death, he realizes that he needs to dispose of the beaten man's body. After dumping the man into the river, he returns to his partner's body and orders his killing. He is subsequently assigned a new colleague (Esai Morales) and is tasked with investigating the death of a guy who was recently retrieved from the river, causing all of the expected issues. However, the probe uncovers police corruption and his own partner's involvement in drug trafficking.
